Telephone Conference Minutes

Representatives were not available from FAMU, FIU, and UWF. (Dean DeBolt of UWF sent an email saying he was having difficulty dialing in to the conference call.)

Walter Rowe convened the teleconference at 10:00 a.m. and asked each participant to introduce him/herself. There were two announcements. Elaine explained that FCLA will design the Web page for the Florida Heritage Project, but they are counting on input from the committee. They may mount a dummy site and solicit comments. She and Maggie Hogue will be responsible for the Web site. Walter reminded all participants that they must submit the official "Intent to Participate" form to FCLA before they will be awarded money for the digitization project.

The discussion moved to copyright issues. Burt Altman explained his experience with the University of Alabama Press. They were willing to give a non-exclusive right to digitize The Red Hills of Florida (c1989) for $500.00. FSU felt that the volume had good pictoral value, and would be a useful addition to the Florida Heritage Project. Julia Maynard said that FAU had a good experience speaking to an FAU faculty member who authored a volume printed by a university press. The professor willingly lobbied the press on behalf of the library. The press thought that the electronic version would stimulate sales of the printed volume, and agreed to let FAU digitize. After discussion, the committee concurred that we would not permit current funding to be used to purchase copyright permissions this year, but we would evaluate the situation next year (if money is available). Elaine suggested that we may want to involve the Electronic Collections Committee, as they have already had some copyright discussions. We will continue the copyright discussions at FLA.

Walter asked if everyone had received a copy of the Quality Index for Digitization that Erich Kesse had sent. Anjana still needs a copy, and that will be sent. Walter suggested that everyone have access to the Cornell book on digitization.

Erich is working on a structural metadata interface with FCLA. He hopes to have an information site and primer up soon. If the site is available before FLA we should look at it and bring questions to FLA. There are example of digitized titles with mark-up on the UF Digital Library site. Even with Erich’s software, there will be a need for manual intervention and some intellectual decision making. It was reiterated that FCLA will probably assign the URL for each title. The scanning or owning institution will need to add the 856 later. Each of us needs to be in contact with our local representative to the CAGER group, to coordinate cataloging needs. Jimmie Lundgren and Jim Michael, co-chairs of the Cager group, will be at FLA and will bring cataloging information.

Elaine explained that FCLA is moving to a new machine. This is a lengthy process. There will be space on the new machine to FTP files. It was suggested that as we scan the images, make certain that they are in sequential order. This will make it easier to index and mark up the file.

There will also be a new Web site that should be available in early May. Elaine credited Erich with designing the original site, and explained that she would be doing the maintenance on the new site. Erich will still maintain the discussion list archive site.

We still need someone to do the public relations work and an information brochure. We need to spend the entire $93,000.00 by June, so we would like someone to volunteer for these duties. Elaine will see if the PR monies can be carried forward. Some universities are finding that our per page estimate was high, so there will probably be extra money available for more digitization. We discussed using some of the funds to out source digitization for maps or large items that cannot be accommodated on our in-house scanners.

It was suggested that each institution try to catagorize or summarize our selections, in order to get an overview of how well we have covered each era. Walter will try to get a volunteer to organize the titles for all institutions. We briefly discussed design and use of the web site. We need to be sensitive to materials that might offend some groups.

Elaine reminded us that we can access LTQF on the public side in the test mode by selecting "Florida Heritage."

We will meet during FLA on Thursday, May 6, 10:30-12:30. The room seats 20 at the table, with additional seating available . Topics for the agenda:
