Walter Rowe, Chairman, convened the meeting at 10:00. All SUS Libraries were represented except FAMU. Many non-SUS librarians were also present, with a total attendance of about 45 people. Walter announced that the committee will no longer be a sub-group of the Technical Services Committee, but will now report directly to the library directors. There may be a name change, as we have evolved beyond a discussion group. There was an announcement that the Rosewood Traveling Exhibit will tour to four Florida locations in 1999/2000. Walter introduced Meredith Babb with University Press of Florida (UPF). She discussed copyright concerns, emphasizing that only the author, the literary estate, or the publisher can grant permission for use. She discussed various criteria for public domain use, and important copyright dates. See www.unc.edu/%7Eunclng/public-d.htm for public domain details. Publaw.com, designed by a California lawyer, is a good site for copyright information. She urged libraries to copyright the digital presentation, and to get all use permissions in writing. It is important to be very specific. For instance, the internet and the World Wide Web are considered different entities in the courts. Expect publishers to charge for use, to give non-exclusive rights, and to request some form of metadata or digital object identifier (DOI). Some publishers may allow excerpts, and some may not own the rights to graphic materials.
The University Press of Florida is willing to work with the DDG, and to help identify a target audience. UPF is considering digitizing their titles, using the ARocket book@ format as a prototype. Dean DeBolt handed out a mockup of the web site organization. He envisions both a topical and a chronological approach, and perhaps a geographical organization as well. The intro page would have a statement on use of the material, and a disclaimer stating that the materials represent the views at a particular moment in time. Erich Kesse suggested that the copyright statement be a separate page, similar to one used by UF. It was agreed that there would be links back to the home university, and good navigation techniques throughout. Dean has looked at all the titles in the queue, and says we have a wide variety of places and dates. Walter reminded everyone to get their titles into the LTQF partition as quickly as possible.
Jimmie Lundgren spoke about cataloging needs. She is co-chair of CAGER, the FCLA taskforce working on cataloging electronic titles. She passed out a draft of guidelines, and spoke about specific, required fields. The digitized version of a title will need to be cataloged as a separate title in LTQF. FCLA will be working on ways to link LTQF titles back to the institutions own catalog. It is expected that the URL will be in both the digitized version and the original cataloging. A discussion ensued over the use of the 521 field and the T/AUD in the fixed field. Both have possible uses for the K-12 curriculum standards. It was suggested that a separate guide be developed for teachers use, designed by a curriculum specialist. The catalogers would not be able to always assign material to a specific curriculum level. We will ask FGCU to consider this project as part of their work with promotional materials and user guides.
Erich Kesse discussed structural metadata, specifically the Dataset.toc that FCLA is using. Erich will design software to help when adding the metadata fields. UF has been having the digitizing staff manually fill out a metadata sheet as they are scanning. There was a discussion of tiff, jpeg, and gif files. Mark Hinnebusch (FCLA) thinks they will load just tiff files, but this may be a point for further discussion.
The group briefly discussed the design of instructional materials. FGCU will need to work closely with Dean DeBolt. Most of the materials would be part of the web site, and may be produced as a print product. Some promotional materials may be in print only.
We still have monies that have not been earmarked. FGCU and FAMU are not scanning, and the educational materials and web development will continue into next year Elaine Henjum (FCLA) will check on putting this money into a carry forward account for next fiscal year. The group briefly discussed involving all SUS libraries and some non-SUS institutions in the project. Walter will contact FAMU and see if they are interested in participating. Walter reminded us that project funding is not to be used for copyright costs or the cataloging of original materials. We may choose to discuss these three categories at a future meeting. We do have approval to use an outside vendor if we wish for digitization of material. This would be a possibility for oversized items that can not be scanned in house.
