FCLA Strategic Plan for 1992-97

Mission.
Through the use of information technology, assist the SUS libraries in their role in education, research, and public service and increase the productivity of library staff.


GOAL 1:
Provide and maintain a library management system consisting of software and hardware to support SUS library operations in the most cost/effective manner.

Objective 1A: Provide and maintain a system that will support a public catalog, catalog maintenance, circulation, acquisitions and serials control in an integrated fashion.

Strategy 1A.1: Continue the support of the Library Management functions of the NOTIS system for cataloging/authority control; acquisitions/ serials control; and circulation.

Objective 1B: Provide enhancements over time so that the system grows to meet changing library needs.

Strategy 1B.1: Survey the libraries to determine needs and priorities.

Strategy 1B.2: As resources are available, improve NOTIS functions according to the priorities set by the libraries.

Strategy 1B.3: Install new releases of the NOTIS software when warranted by new functionality.

Objective 1C: Provide enhancements over time as needed to maintain state standards for accountability of inventory control, purchasing, fund accounting, accounts receivable, and audit trails.

Strategy 1C.1: Depend on the libraries to identify new state mandated requirements and schedule software development to maintain compliance.

GOAL 2:
Improve access to the SUS library collections.

Objective 2A: Expand the catalog databases to reflect more completely the holdings of the SUS libraries.

Strategy 2A.1: Load the remaining card catalog records as they are converted by UF and FSU.

Strategy 2A.2: Load records for library materials, such as microforms, that have not never been in the card catalogs.

Objective 2B: Improve access to the online catalogs for the SUS community and all Florida residents.

Strategy 2B.1: Encourage the extention of the FIRN and SUS telecommunications networks to more Flroida locations.

Strategy 2B.2: Add software for ANSI standard Z39.58 Common Command Language.

Objective 2C: Improve the system to make it easier for library users to search the catalogs and save the results in electronic format.

Strategy 2C.1: Modify the LUIS module of NOTIS to support more sophisticated retrieval, display and print options.

Strategy 2C.2: Develop downloading functionality that enables end-users to transfer results of catalog searches to their workstations for printing or merging into personal electronic documents.

Objective 2D: Improve access for users with physical disabilities.

Strategy 2D.1: Research the nature of the disabilities in the SUS student population and install workstations with customized hardware and software that will allow disabled students to use LUIS.

GOAL 3:
Improve electronic access to the journal and technical report literature by supporting locally mounted index and abstract databases in the most cost/effective manner.

Objective 3A: Provide additional index and abstract databases on the NERDC mainframe.

Strategy 3A.1: Provide batch and online software that will allow storage and retrieval of centrally mounted mainframe databases.

Strategy 3A.2: Negotiate with vendors to obtain usage licenses with the lowest cost.

Objective 3B: Develop software that will allow access to CD-ROM mounted databases.

Strategy 3B.1: Work with NERDC to define the most practical combination of hardware and LAN software for interconnecting CD-ROM LAN's and NERDC's mainframe.

Strategy 3B.2: Negotiate with CD-ROM vendors to have them provide products that work with national standards or, failing that, with our adopted "standards" for interconnecting.

Strategy 3B.3: Obtain commitments from the SUS libraries to adhere to these standards in their procurement of CD-ROM products.

Objective 3C: To the extent allowed by law, permit access to these databases for Florida residents.

Strategy 3C.1: Negotiate with vendors to obtain more liberal licensing agreements.

GOAL 4:
Improve SUS access to the world's scholarly literature by providing gateway software and hardware that will permit access to remote databases.

Objective 4A: Provide a system that can connect NOTIS to the Internet and its future version, the NREN.

Strategy 4A.1: Work with NERDC to develop the software bridges between NOTIS and NERDC's Internet software.

Objective 4B: Establish a direct link to the Florida community college library system.

Strategy 4B.1: Develop a phase 1 link that provides easy pass through from the SUS system to the community college system and allows users to search the community college system in its native mode.

Strategy 4B.2: Implement the Z39.50 protocols so that users may search the community college system using LUIS protocols of the SUS LUIS system.

Objective 4C: Develop the network connection hardware and software to permit the transfer of catalog and abstract database records between remote systems and our NOTIS.

Strategy 4C.1: Promote the adoption of the Z39.50 standard among library software vendors.

Strategy 4C.2: Extend NOTIS to save records transferred via the Z39.50 standard.

GOAL 5:
Support the electronic storage and retrieval of complete documents and provide for their electronic delivery to the end user.

Objective 5A: Provide a system that will support image data.

Strategy 5A.1: Work with NERDC to acquire necessary mainframe-based hardware and software.

Strategy 5A.2: Work with various agencies to expand the telecommunications bandwidth to support the volume of data.

Strategy 5A.3: Provide user workstations that can handle images and marked- up text.

Strategy 5A.4: Develop software, to provide a seamless interface between image support software and the LUIS software.

Objective 5B: Provide a system that will support full-text data.

Strategy 5B.1: Investigate alternatives, particularly SGML, for the formatting of full text data.

Strategy 5B.2: Evaluate systems against the needs for format control.

Objective 5C: Provide a system that will support compound electronic documents consisting of image and text that are composed according to national standards.

Objective 5D: Develop the capability of preserving deteriorating, fragile or frequently damaged books in electronic format.

Strategy 5D.1: Provide high-speed scanning workstations.

Objective 5E: Develop an electronic delivery system for facsimiles of printed material that integrates with existing state and national telecommunications networks.

Objective 5F: Develop an electronic delivery system for image and full-text that is compatible with state and national telecommunications networks.

Objective 5G: Implement the ISO ILL protocols.

GOAL 6:
Carry out joint planning with the libraries so that the strategic plans for information technology developed by the libraries and FCLA fit together into complementary plans of action.

Objective 6A: Provide a revised and updated FCLA strategic plan on a biennial schedule so that the new plan can be used to justify the libraries and FCLA biennial budget requests.

Strategy 6A.1: Write, disseminate, discuss and obtain approval for FCLA's strategic plan.

Objective 6B: Provide FCLA personnel as a resource to libraries when they are developing the IT portions of their strategic plans.

Strategy 6B.1: Offer FCLA staff to SUS library planners.

GOAL 7:
Obtain the support and financial resources needed for all of the above goals.

Objective 7A: Obtain the support of the Provost and other SUS administrators for advancements in library information technology and the benefits that follow.

Strategy 7A.1: Educate the UF Provost, the CAVP and other senior SUS administrators on the changes occurring in scholarly communication.

Strategy 7A.2: Educate the SUS library administrators on the changes in scholarly communication.

Objective 7B: Obtain necessary funding to make incremental steps toward the above goals.

Strategy 7B.1: Convert strategic plans to budget requests.

Strategy 7B.2: Explain and defend budget requests with the CAVP, BOR, SUS lobbyists, and if called upon, legislative staff and in legislative hearings.
